Outline of the best practice

The Open Data Lifecycle comprises mainly three actors: data providers, policy decision-makers and the public (citizens and private sector). Data providers should ensure participation and the possibility for feedback from end-users at any time during the publishing process in order to provide better government services.

Why is this a Best Practice? What’s the impact of the Best Practice

Engagement, communication and collaboration between the users and publishers in the early stages of the lifecycle helps the publishers to understand the demand for data and thus it might help to focus the publication of open data on the datasets with the high value for the end users. Later the feedback obtained on the published datasets, like the identified errors in data, might be utilized for the data quality improvements. At the end of the lifecycle communication with the users should ensure that the users are informed about the termination of datasets and, if applicable, about the new datasets that replace the terminated ones.

The introduction of new directives may happen much faster, the quality of data will improve, opportunities for new jobs will be created.

Applicability by other Member States

EC-funded projects piloted “citizen-centric” solutions into several EU-countries (such as SEED project) and feedback collected from end-users and content providers is a proof to considering this as a Best Practice.
