Outline of the best practice

In order to enable development of the Open Data movement, the public administration needs an infrastructure to connect different bodies among themselves and with the community (private actors, citizens).

Management summary

Challenge

  • Promotes procedures (best practices) between the members
  • harmonize actions between the national and local levels
  • provide a single entry point to the Open Data initiative in the country

Solution

On organizational level, the approach suggests establishing and development of a network including representatives from public agencies, NGO, politicians, etc. On the technical level the approach suggests establishing of communication infrastructure including portal, collaboration tools, workflow tools, etc.

Networking and communication infrastructure, portals, policy implementation tools. The success of the open government initiatives (including sharing PSI) across Europe is different from country to country. This best practice is recommended for countries that lag behind with the implementation of the PSI directive.
