| Start with the 13 elements. Many BPs say they cover more than one element. Which bit of the doc applies to which element | |
| Each new BP ideally only refers to one element | |
| Otherwise you get a lot of duplication, overlap or conflict | |
| So if a BP says at the end that they do something for policies and legislation - what is it? Try taking away the other stuff in that BP so it only addresses one element | |
| It's more work to do it that way. We have to re-write each BP into multiple ones. | |
| Or we can include anchors in each BP so that we can link to specific bits | |
