EU M376 has gone out for Public Enquiry

The WCAG2ICT left 'content' because it was a more generic term that applies to software and documents.
EU M376 replaced 'content' with 'software' and also with 'documents' because software developers would understand the term software better than content.

There are 4 or 5 SC that use 'content' in the text, so this should be put out for another survey.
We won't change the text now, but will survey the word replacements first and if consensus is reached, will get updated in our document.

We weren't allowed to say any SC didn't apply, but the fact that M376 made a decision to not make this apply is OK.
