SC 2.2.1: https://www.w3.org/2002/09/wbs/55145/Jan232013/results#xq4

The WCAG2ICT left 'content' because it was a more generic term that applies to software and documents.

EU M376 replaced 'content' with 'software' and also with 'documents' because software developers would understand the term software better than content.

<Mike_P> +1

Proposal was made to replace 'content' in this SC with 'documents and software'.

There are 4 or 5 SC that use 'content' in the text, so this should be put out for another survey.

We won't change the text now, but will survey the word replacements first and if consensus is reached, will get updated in our document.

SC 2.4.1 - We now have different guidance than M376, but this is not a SC we would have have for documents.

We weren't allowed to say any SC didn't apply, but the fact that M376 made a decision to not make this apply is OK.

<David> +1

We do have consensus that we cannot change our WCAG2ICT document, due to our work statement.

<korn> M376 doesn't apply this SC to documents.

<korn> No change.

<korn> Rationale: WCAG2ICT constrained to finding ways to apply all SCs if possible, and further constrainted to only apply this to sets.

<greggvanderheiden> Rationale: WCAG2ICT constrained to finding ways to apply all SCs if possible, and further constrainted to apply the SC only to Sets of (documents or software) and not to individual documents or software

<korn> Rationale: WCAG2ICT constrained to finding ways to apply all SCs if possible, and further constrainted to apply this SC only to sets of (documents or software) and not to individual documents or to software generally.

<korn> No change.

<korn> Rationale: WCAG2ICT constrained to finding ways to apply all SCs if possible, and further constrainted to apply this SC only to sets of (documents or software) and not to individual documents or to individual pieces software.

<korn> No change.

<korn> Rationale: WCAG2ICT is constrained to finding ways to apply all SCs if possible, and further constrainted to apply this SC only to "sets" of documents or software, and not to individual documents or to individual pieces software.

<korn> Rationale: WCAG2ICT is constrained to finding ways to apply all SCs if possible, and further constrained to apply this SC only to "sets" of documents or "sets" of software, and not to individual documents or to individual pieces of software.

<andisnow> Rationale: WCAG2ICT is constrained to describing how to apply all SCs, and further constrained to apply this SC only to "sets" of documents or "sets" of software, and not to individual documents or to individual pieces of software.

<andisnow> Rationale: WCAG2ICT is constrained to describing how to apply all SCs to non-web ICT, and further constrained to apply this SC only to "sets" of documents or "sets" of software, and not to individual documents or to individual pieces of software.

<korn> Rationale: WCAG2ICT is constrained to describing how to apply all SCs to non-web ICT and cannot state that they don't apply.  WCAG2ICT is further constrained to apply this SC only to "sets" of documents or "sets" of software, and not to individual documents or to individual pieces of software.

<andisnow> +1

<andisnow> Rationale: WCAG2ICT is constrained to describing how to apply all SCs to non-web ICT, not whether they should or should not apply. WCAG2ICT is further constrained to apply this SC only to "sets" of documents or "sets" of software, and not to individual documents or to individual pieces of software.

<BBailey> 1+ to point out that dropping “not whether they should or should not apply” is not harmful and let’s get to concensus.

<greggvanderheiden> Rationale: WCAG2ICT is constrained to describing how to apply all SCs to non-web ICT, not change or edit the SC. WCAG2ICT is further constrained to apply this SC only to "sets" of documents or "sets" of software, and not to individual documents or to individual pieces of software.

<Mike_P> +1

<andisnow> "Rationale: WCAG2ICT is constrained to describing how to apply all SCs to non-web ICT, not change them or their scope, nor state whether they should or should not apply."

<Mike_P> +1

Proposal that we put the variants of our rationale for this SC into a survey.

<korn> The TF scope limits us to...

<BBailey> The TF scope charges us with...

<andisnow> survey proposals and also try to address David's concern about "constrains". Something like the task force work statement limits us.
