Closed functionality - text for introduction

Proposal was made to add some SC to the list of what is not applicable for closed functionality.

For 1.4.2 audio control, this would have to be met for anything that is self-voicing.

We might want to explain that in our document.

In addition, some of these programmatic SC are useful if the technology includes its own AT, and we should add a note to this effect.

Any audio that automatically plays should stop if the user interacts with the closed product and causes some content or actions to be spoken.

<Mike_> M376 -text = Where auditory output is provided as non-visual access to closed functionality, the ICT shall not automatically play, at the same time, any interfering audible output that lasts longer than three seconds.

We may want to restate the SC, to describe what it means in the closed context. So it limits 1.4.2 to when self-voicing capabilities are provided.

<korn> Note: While the intent of SC 1.4.2 as written for the Web environment is to address conflicts between the audio of the page and audio of any AT providing a speech interface.  For closed environments, SC 1.4.2 applies to the audio of the software and any provided alternate speech output interface provided for blind users. 

If the audio and visual are in synch and are not interruptable by the sighted user, it should not be interruptable by the non-sighted user.

The problem occurs in situations where the audio plays and the user is able to interact with the closed product to perform functions and the audio is not interrupted.

If we remove this SC here, then policies that cover closed products must include a provision to make up for this.

Proposal on conformance

All policies do say that it's all or nothing, but they also have a 'best meets' clause when full conformance is not met.

Conformance won't be met if all of the SCs are not met, so you just need to document how well you meet the SC and what the issues were where some SC weren't met.

We don't want to confuse conformance with how you report conformance.

In the WCAG2ICT document, we wouldn't prescribe how you report conformance but can talk about what the issues are with reporting conformance.

We also need to discuss the challenges in conformance for software, since you cannot verify without a doubt that it is or isn't 100% conforming.

You can make a statement that you don't conform with a list of exceptions for the SC that weren't met.

White paper: Objects of Assessment section

There was concern expressed with the tight coupling between the 'objects of assessment' and 'conformance' with a suggested edit.

When this talks about the 'smallest unit of conformance' the evaluation for the SC occurs on 'all parts of a process' which could be several pages, or the 'set of pages' when it is a set that can't stand alone, or the singular 'web page'.

Some of the responders were concerned with the replacement of 'web page' with 'software product'.

We will also need to be careful of how we define a set based on concerns that multiple unrelated software programs are shipped/installed together (more of a bundle than a set).

Suggestion was made to split out the 'set' part of part 2 so we can reach agreement on the rest of this section.

Separating out 'set' is fine, but the discussion should not be delayed much longer, as we need to reach agreement.

A definition of 'navigation mechanisms' was proposed, as this is needed. We could add it to another survey.

We'll need to work on the definition more, as the notion of 'move' is problematic.

Need to add the notion that if you are executing any actions, that is not navigation.

Concern was expressed that there shouldn't only be a single title for a software product. There should also be individual titles for windows and dialog boxes.

However, we cannot require a title for every single dialog or window within the software. It is a good practice, but is difficult to mandate.
