[odrl-version2] Version 2.0 - Koblenz Edition

Dear all, we are please to announce the next public release of the  
ODRL Version 2.0 Core Model working draft:

This major update reflects the decisions from the last WG Meeting in  
Koblenz and moves towards a less-complex model.
