[Odrl-version2] Make it Simpler?

Steven - your comments reflects the original and high-level ODRL model:

  Parties<-->Assets<-->Rights

Rights became the more complex of the three.

We certainly need to support expressions of "offers" (your creation  
idea)
and typical "agreements" (min of 2 parties, 1 Asset, 1 Right)

The hard part is to work out the level of complexity of Rights that  
will be in Core.
