[Odrl-version2] Updated Model

Hi,
If you look at the previous model, you will see that is exactly what I had
before. However, as it was correctly pointed out - that approach is
misleading as it leads to the possibility of having different, unusable
license types as one of the attributes. Thus the separation is a better
approach - but what could be done is to remove TransferRights and have
NextRights as a special action (thus removing one level of the tree).
