I have written it up as a paper, which I am considering submission to ACM SACMAT early next month. It is a very relevant topic to ODRL and thus I thought you might be interested; and have comments regarding the content. Some of the content has been discussed in this email thread before ... esp with Vicky IIRC. And good luck with your paper; I read through most of it, and all I can think of to say is to repeat/paraphrase that line by Margaret Mead, that the only thing that ever changes the world is a small number of committed people. I think ODRL (or something like it) would fill a great gaping hole that now exists in the world's communication network, but clearly unless people who aren't already on this list realize it, it isn't going to happen. That's all I can offer you, though, since I'm not a specialist in data language mechanics - except, if you don't mind, I will mention that you have an inordinately large number of simple grammar errors in the paper - maybe somewhere between 10 and 20. I can't help noticing this (I was an English major at university, many years ago). I suggest you have someone proof it for you before submitting it (if it's going to be submitted in written form, which I assume it is). Or if you like, I can do that for you, and send you a list possible corrections. The draft I posted is more or less "straight off the press" so it is still rough around the edges; I am going through the document slowly editing it in the meantime; but I also wanted some comments in the meantime.
