[Odrl-version2] XML Encoding

Hi,
Updated the XML encodings with the latest model - please comment. Few
differences to the model - either need to add to the model or remove
from encoding, please advice.

1) Change: Added a startDateOffset in the legal element
   Reason: It could be possible that a license's effective date is
different from the issue date of the license. This would allow for such
an expression.

2) Change: Added a lifetime to license
   Reason: Allows for the negotiation of the validity of the license,
and is different to the lifetime in legal, which is the validity of the
XML file. Thus if file is an offer, the legal entity refers to how long
the offer is valid for and the license element to how long the license
being offered will be valid for.
  Possible changes: Maybe change the names, to be more explicit which is
which. Also possible change in where these elements are located.

3) Change: The name attribute in action is now optional
   Reason: Don't really see the need of a name for the action. Actions
are abstract elements, and thus each action will have their names in the
element themselves. Please see the examples and schemas for clarity.

4) Change: Party is now an optional element in communication
   Reason: This allows for anonymous enquiries and requests 

5) Change: Actions are tradeable 
   Reason: Allow for more fine grained control of what is tradeable or
not
