[Odrl-version2] NEW: ODRLv2 Model Semantics - Working Draft

Dear ODRL Community!

We are happy to announce the ODRL Version 2 Model Semantics Working Draft.
It contains the new basic data model of ODRLv2 and gives some examples. The
model semantics are detached of the syntax. However, ODRL syntax and core
dictionary will follow.
