Description:

Sites can use User-granted exceptions (UGE) as well as out-of-band consent (OOBC) to get relief from the constraints of the compliance spec.

Questions discussed here are:
- What is the right inter-play between UGE and OOBC

Concerns that were raised so far:
- Users who remove a UGE will expect that the resulting DNT;1 is expected
(unless there is a new notice explaining otherwise)
- USers would ideally prefer to "see" all consent/exceptions as part of their UA
to have full control and transparency
