This issue comprises the requirements on how to user agents can collect a valid user preference (=ensure that a transmitted DNT preference indeed reflects the preference of the user).

- Consent and user education requirements on browsers for collecting informed
consent to the initial tracking preferences.
- Consent and user education requirements on sites for collecting informed
consent on an exception that is collected by a site

It is related to ISSUE-195 that is a similar discussion on how sites are required to interact with the user before registering a valid exception with a browser.

[npdoty]: agreement that we would continue with DNT: 0 and DNT: 1 (rather than a change to obsolete legacy clients, or for other reasons), but issue-194 may cover additional things

During issue cleanup, changed short-name to reflect focus on consent; issue-172 is related and more on the user education side. Also changed to Tracking Compliance and Scope product, though it might touch on both documents.
