Description:
As suggested by jmayer on 2011-12-21, should sites also be able to get permissions from the user through their own mechanisms and then store those exception permissions using cookies or other existing technologies?

Perhaps we could scope this alternative to cases where the user agent doesn't yet support the user-agent-managed site-specific exceptions proposal (e.g. legacy clients)?

2012-04-12: We agreed at the Washington DC face2face that out-of-band consent exists and will be supported by our responses, i.e., when a user requests DNT;1 a site can respond with a message indicating 'I will not honor your request since I believe that I have out-of-band consent from you'.
