PROV-O URI namespace

The namespace for PROV-O:

This was decided upon in Issue 90, and is based on the decision for the shortname prov-o in the WG telcon 2011-10-13.

It was suggested to change it to /prov/ for concepts that are common with PROV-DM, but this would leave some PROV-O-specific classes like QualifiedInvolvement in the /prov-o/ namespace, which would be confusing.

Stian: No real conclusion was made. Should we re-raise this with the WG after the FPWD?
