Most outstanding issues are ratification of issue resolutions

1. I propose to close all issues marked "pending review". Most of these have been ready to close since last year.
2. Most of the currently open issues are awaiting group approval (or alternative proposals)
3. We still need to go through the OWL document for PROV-AQ-introduced terms and bring it up to date
4. There's one external review that hasn't been fully considered, but I don;t think calls for any substantive change
