How do we enable (owl) dereferenceability from Notes?

Both the paq and dictionary (as well as other notes) define new terms as part of the prov namespaces. These terms are often defined using owl. We would like these terms to be correctly served up using content negotiation.

e.g. if I do
curl -H "Accept: text/turtle" -L http://www.w3.org/ns/prov#ProvenanceService

I would expect to get back the owl definition of this term

However, currently this is provided by the prov-o owl ontology. How do we merge these terms without modifying the owl ontology file or do we modify it?
