Transition to CR
This page is to organize the documentation and evidence necessary to transition a document to Candidate Recommendation. The page's content will be used for the transition request and to inform the transition meeting for that document.
This is a working page for the Government Linked Data working group. It may be subject to change/revision at any time.
Title
Data Catalog Vocabulary (DCAT)
Document Abstract
DCAT is an RDF vocabulary designed to facilitate interoperability between data catalogs published on the Web. This document defines the schema and provides examples for its use.
By using DCAT to describe datasets in data catalogs, publishers increase discoverability and enable applications easily to consume metadata from multiple catalogs. It further enables decentralized publishing of catalogs and facilitates federated dataset search across sites. Aggregated DCAT metadata can serve as a manifest file to facilitate digital preservation.
Status section and important changes to the document
The only changes made during the second last call were trivial and editorial. They are listed in the Editor's draft and are repeated here for convenience.
Changes since the second W3C Last Call Working Draft 01 August 2013:
- Section 4.1: the provided example is extended with example usage of properties

- Section 5.4 Property: download URL; usage note saying "this value is a URL" is removed as it is confusing given that the range is

is deprecated. - Section 5.3 Property: language; usage note is expanded to describe the case of multiple language datasets.

Each term in the DCAT namespace will be properly used by two or more data sources. (As agreed at the 24 Oct 2013 working group meeting.)

Evidence that the document satisfies group's requirements
The Working Group's charter calls for development of a standardized vocabulary for organizational structures:
- Metadata, suitable for ... data catalogs (see the dcat data catalog vocabulary and the Comprehensive Knowledge Archive Network CKAN, and VoiD)
The document is based directly on that prior publication and so directly addresses that requirement.
Evidence that the document has received wide review
An earlier version of DCAT, maintained by the eGovernment Interest Group was widely reviewed in 2010 prior to the charter of GLD. In 2012, GLD published a FPWD, then in 2013 two Last Call drafts:
