We need to decide what the time parameter passed in to callbacks actually represents -- the time at which the "sample all animations" algorithm starts, the time of the next display refresh, or something else.

Related notes:

For now it's up to the UA to pick a good time value. In the future if we find an improvement for ISSUE-3 we can revisit, but I think leaving this vague for now is OK.
