This issue is part of Harry Halpin's original Last Call comment (recorded as ISSUE-68), factored out as a separate issue for a better management.

The host languages have a default profile; the question is what should be the content of these in terms of default prefixes and terms. While some choices may be obvious (eg, prefixes for W3C recommendations), the question is also whether there should be some registration mechanism (eg, like the XPointer registries) to expand the list of default prefixes and terms beyond what could be put there at the moment.
