Description:
We want C14N 2.0 where possible to be aware of as many QNames in content as possible.

Locations identified to try and address (or at least consider):

- xsi:type
- arbitrary attribute/element content
- XPath expressions used for selection/exclusion in the Signature 2.0 syntax

There are proposals on the first, an open action on the second, and a discussion on the list about the third.
