C14N 1.1 processing of non-element, non-PI nodes in a node set

Description:
This Issue replaces Action-350 and Action-352 pertaining to C14N 1.1 processing of non-element, non-PI nodes in a node set. The issue requires that the processing of these node types (which are not normally found at the top level of the node set pertaining to an XML document instance) be clearly defined in C14N 1.1 and examples provided.
