I've investigated this.

Syntax prints small under Firefox for me as well. From the wiki page, from the TR, and even if I turn off the special short ToC stuff.

I don't see any reason why this should be. I don't see anything that should be changed, either in the Wiki source or in the TR source.

I suggest that the WG do nothing. As the comment is internal, I'm just going to mark the issue as "nothing required to do".

If anyone has any bright ideas, feel free to experiment further.
