The mission of the SVG Interest Group, part of the Graphics Activity, is to foster the widespead discussion of Scalable Vector Graphics as a format and a platform, to gather requirements, and enhance the adoption and usability of SVG in combination with other technologies.

In order to ensure that Scalable Vector Graphics (SVG) meets the needs of the community, including designers and casual authors in addition to developers, the SVG Interest group will provide requirements, specification feedback, errata suggestions and tests to the SVG WG. The general structure will be a collection of focus groups that will report back their findings to the SVG WG, in such areas as Accessibility, Authoring Tool Requirements, Design, Development, Layout Use Cases, Localization (with particular interest on the thriving Japanese market), and Quality Assurance (such as Test Suites). The SVG IG may also hold workshops in local areas to reach a broader audience. This close contact with the community will focus SVG not on dry, academic concerns but on fresh approaches that will generate market interest. The SVG WG will accomodate the creation of new specification modules in order to address the needs raised by the reports of the SVG IG and workshops.
This Interest Group will be considered successful if it helps produce supplementary documents for the improvement, adoption, and evangelism of SVG. Another success criterion is the engagement of the SVG community, both members and public, in W3C activities.
The SVG IG will not produce Rec-track work.
The SVG IG may produce W3C Notes on SVG-related subjects such as use cases and requirements documents, authoring guidelines, accessibility best practices, internationalization and localization of SVG content.
The SVG Interest group does not have a formal participation commitment and thus will produce deliverables as time, interest and resources permit.
Other than expressing community requirements to the SVG Working Group, the SVG IG has no formal dependencies on other groups.
Participation in the SVG Interest Group is open to the public. Any person interested in this topic is welcome to participate in this Interest Group. Individuals who wish to participate as Invited Experts (i.e., they do not represent a W3C Member) should refer to the policy for approval of Invited Experts. Invited Experts in this group are not granted access to Member-only information.
The aim of the IG is to foster broad community participation to inform the work of the SVG WG. There are no minimum requirements for participation in this group. Participants are strongly encouraged to take advantage of frequent opportunities to review and comment on deliverables from other groups.
The Chair may call occasional meetings consistent with the W3C Process requirements for meetings.
This group primarily conducts its work on the archived public mailing list public-svg-ig@w3.org (public archive).

As explained in the Process Document (section 3.3), this group will seek to make decisions when there is consensus. When the Chair puts a question and observes dissent, after due consideration of different opinions, the Chair should record a decision (possibly after a formal vote) and any objections, and move on.
Since the SVG IG will produce no Rec-track deliverables, consensus is not always required, especially in the case of conflicting uses cases and requirements. Multiple options may be presented to the SVG WG for evaluation.
The SVG Interest Group provides an opportunity to share perspectives on the topic addressed by this charter. W3C reminds Interest Group participants of their obligation to comply with patent disclosure obligations as set out in Section 6 of the W3C Patent Policy. While the Interest Group does not produce Recommendation-track documents, when Interest Group participants review Recommendation-track specifications from Working Groups, the patent disclosure obligations do apply.

This charter for the SVG Interest Group has been created according to section 6.2 of the Process Document. In the event of a conflict between this document or the provisions of any charter and the W3C Process, the W3C Process shall take precedence.
