Process obligation: An updated version of each Technical Report SHOULD be published every three months. An updated version of some Technical Report MUST be published every three months.

Note: This document currently includes tlr's view of the schedule, with a lot of material in flux since we're eagerly waiting for the Editor to output his view of what an FPWD should look like. A lot will depend on that.
