Meta-data indicating executability of rules

A RIF meta-data type is needed to indicate whether a rule is immediately executable.

Full Statement

It would be a useful capability of the RIF to indicate whether a rule could be immediately executed by an automated component, or required some human intervention - e.g. a decision or some data - before it would be passed on to be executed.
