At the Feb-17-2009 Telecon the WG resolved to close this issue - we will not accept rdf graphs with rdf:text or rif:iri in literals, and the test cases will be made "negative import tests" or "import rejection tests". See http://www.w3.org/2009/02/17-rif-irc
