Issue: Do we agree with the following suggestion to revise the TOC (with the
possible exception of Section 3 – see related Issue)?

I changed the working draft to reflect the comment made in this issue and the
next (number 10). These changes can easily be undone if they turn out not be
acceptable. Allen
Allen Ginsberg updated the UCR document to reflect the proposed changes.
The RIF WG will vote on accepting those changes at the 9/5/06 meeting.
