Structure of UCR Document, Section 3, needs improvement

Structure of section 3 can be improved. For example, 3.1 \"Process and
terminology\" probably doesn\'t need to be an actual subsection (just an intro
to the section). Also, there\'s a section and subsection both titled \"Goals\".

Issue: Two parts:
1. Issues Editor likes the suggestion that section 3.1 be demoted from
a numbered subsection to an introduction to Section 3. Its subsections should
become bullets. The subsections that follow it should be renumbered. Does
the group agree?
2. Does the original commenter (or anyone eles) want to make further
concrete suggestions regarding Section 3’s structure?
