Description:
Section 5.1.3. aims to allow systems that know how to work around device
limitations to be able to do so without failing to be compliant. I think it
lacks a sense that it is ok to breech a BP if you are doing it to overcome a
device limitation. It almost says it but, for me at least, its not quite
explicit enough.

I\'d like to suggest a minor extension to the section. Here is the entire thing
again, with my suggested text added at the end.

5.1.3 Work around deficient implementations
3. Take reasonable steps to work around deficient implementations.

5.1.3.1 What it means
Just as in the desktop browser world, there are browsers that do not respect
the intentions of the content provider. There are differences in
interpretation between browsers and there are also deficiencies in
implementation. Because the software in mobile devices is frequently
embedded in the device there is no easy way to correct or enhance software
once it is in the field. It\'s a particular challenge to provide work-arounds
for these deficiencies and differences in interpretation. It is recognized that
implementations may need to violate specific best practices in order
to support the intentions of content providers on devices that exhibit
deficiencies in implementation.
