We\'ve received public feedback (ref. Barbara Ballard) that this is not a
realistic best practice.

Current text:
Do not create periodically auto-refreshing pages.

Proposed text:
Do not create periodically auto-refreshing pages without informing the user in
some way that this will generate additional data usage.

Add para to \"what this means\": Auto-refereshing pages are essential for some
kinds of application. However, users should be warned that auto-refershing pages
may increase their usage without them taking further explicit action, as this
may involve additional cost, especially if an auto-refreshing page is left open
accidentally or for long periods.
