The scope document currently says:

\"The BPWG will therefore strive to develop Best Practice Guidelines that will:

* Advise on when and how best to create content that renders across fixed
and mobile devices
* Advise on how to structure and mark-up content to ease adaptation
* Advise on the limits of adaptation and situations in which providing
alternative content with thematically similar information might be the only
practical approach to ensure its rendering across fixed and mobile devices
* Strongly discourage the creation of thematically different content - for
mobile only or fixed only users - at the same URI.\"

However the Best Practices document does not do any of these things as they are
more strongly related to techniques.

Suggested Text:

The BPWG will therefore strive to demonstrate:

* when and how best to create content that renders across fixed and mobile
devices
* how to structure and mark-up content to ease adaptation
* the limits of adaptation and situations in which providing alternative
content with thematically similar information might be the only practical
approach to ensure its rendering across fixed and mobile devices
* why the creation of thematically different content - for mobile only or
fixed only users - at the same URI strongly contradicts best practice.
