The scope docuemnt says \'The user should have the choice of accessing exactly
the same information whatever the device used in whatever environment. This
point will be elaborated in the BPWG \"best practice\" recommendations.\'

The Best Practices recommendations do not pick up on this point precisely. The
nearest it gets is in 5.2.1.1 2nd para

\"If a particular client is not recognized or its capabilities cannot be
determined a reasonable default experience should be provided. In this case a
warning should be provided and the implementation should provide the ability for
the user to select the device type in use. Where possible the user\'s selection
of a device type should persist across visits to the implementation, but should
be changeable.\"

Proposed Resolution

Split the 2nd para as follows:

\"If a particular client is not recognized or its capabilities cannot be
determined a reasonable default experience should be provided. In this case
there should be a warning, and the implementation should provide the ability for
the user to select the device type in use.\"

\"It is good practice to provide some means for the user to select their device
type in other cases. Such cases include accommodating incorrect device
determination or where the device\'s dynamic characteristcs do not match its
static description, for example the presence of an external display or keyboard.

Where possible the user\'s selection of a device type should persist across
visits to the implementation, but should be changeable.\"
