determined a reasonable default experience should be provided

In the draft distributed before the Rome meeting, it said \"what is
this?\" after \"default experience\".

One suggestion could be to use the term \"functional experience\" as
defined by the DI WG in the \"Device Independence Principles\" (published
in 2003) - see DIP-1 in
http://www.w3.org/TR/2003/NOTE-di-princ-20030901/#section-UserPrinciples

Suggested rewrite
------------------

If a particular client is not recognized or its capabilities cannot be
determined, a functional user experience as defined in the \"Device
Independence Principles\" should be provided.
