Description:

\"Clearly identify the target of each link in a way that allows
users to decide in advance whether to follow it, including the
\'cost\' of following it\"

Assuming that this BP makes sense for some links and that it\'s
supportable in practice (it\'s not always possible to say what comes
next in advance), for sure this advice should not be applied
to each and every link, but only to those where it makes sense.


BP Web: usually does not make sense unless content is in the order of
Megs.

BP Wireless: If the content is large, it would be better to have
a reduced size version in the first place.
