Extraneous Whitespace in CSS

Description:
At the checker task force meeting today, we discussed at length how hard it would be to check for white space minimization. It owuld probably not be that hard. That means that we should adjust the etst for minimize to include whitespace in embedded CSS and check external CSS for same, with same rules of 10% and 25% for warn and FAIL in line with MINIMIZe, but under WHITE_SPACE. Probably.
