On today's call it wasn't entirely clear what this issue concerned so I'm bringing it up to the group.
The original issues seems to be whether background-position, outline-width and other properties might also be carved out as exceptions to MEASURES, which generally prohibits absolute units but excepts margin, border, and padding properties.
There was then some discussion about whether these were CSS Level 1 properties anyway.
All are CSS level 1 except outline-width. I do not see additional properties that we should consider except background-position.
I don't think the reason border et al. are excepted applies here: border is allowed to be something like "1px" since it seems common and not problematic to declare a border that is "as thin as possible". I don't see a reason that background-position should be in pixels whereas other position/width elements can't be.
Hence I suggest we still resolve no, but I note that the ERT WG felt pretty strongly about this. Discuss. - Related Actions Items:
