Description:

I took an action (ACTION-439) to raise this issue which arises from LC-1602 [1].

The question is, what do we mean by Valid when it comes to UTF-8, CSS, JPEG, GIF
and XHTML. The point is of interest to the checker group, if no-one else ...

... do we mean that a reputable validator will pass it? Is the checker team
free to choose whatever tools it wants? What if one validator passes a document
and another one doesn\'t?

Is this an issue that we need to clarify in the mobileOK basic document or
should the document \'remain silent\' (TM) on that and punt the whole issue back
to the checker team?
