ISSUE-181: Action on receipt of a 3xx, 4xx or 5xx HTTP Status

Action on receipt of a 3xx, 4xx or 5xx HTTP Status

Description:
Under 2.3.3 we specify what to do on receipt of such codes.

I think this needs elaboration.

It\'s arguable, to my mind, as to whether the pages that accompany 3xx codes
should or should not be checked, however, in the interests of complying with our
own philosphy of giving maximum possible information, perhaps they should be
checked.

I think we should specify that error pages are checked in the same way as a 200
response. After all, a mobileOK \"site\" should have mobileOK error pages.
Although, this is arguably a bit tangential it _is_ in keeping with
ERROR_MESSAGES BP. And if, as we hope, the POWDER nee WCL group comes up with a
way of making claims in respect of a site, or group of URIs, espcially where
some explicit or implicit wildcarding is involved, then I think that the claim
MUST encompass error pages.

I wonder if we need to add ERROR_MESSAGES to the roster of BPs that are checked?
Being a keen numerologist it would please me that we moved from a boring 26
tests to a nice cubic 27. But in the other hand, this is probably not a separate
test ... more an addition to section 2.3.3 :-)

And back in the land slightly more sensible suggestions, do we need to note that
checkers need to be prepared to authenticate, in order to test content hiding
behind a 401 response?
