3.10 LINK_TARGET_FORMAT

Description:
Sigh.

This is so much like content format support and character encoding tests that I
think we should consider merging them.

I don\'t think this test refers to just the A element does it? We should probably
add FORMs too? What else?

Also, like ISSUE-169 we should probably think about what the possible meanings
of rel and rev might do to our processing.

And we should also consider that if the charset and type attributes are present
and warn that you are off to somewhere that you may not be able to process,
well, then WARN seems a bit harsh, given that you have gone to that trouble :-)

Oh and also we say GET but in fact a HEAD would do?
