Description:
We never quite officially resolved how to version mobileOK. Is it mobileOK 1.0,
1.1, 2.0, ... ? is it mobileOK 2006, 2007, 2008? Per ACTION-365, I\'m raising an
issue and summarizing the state briefly.

Year versioning implicitly encourages new releases every year or two, and timely
release of updates. It\'s also clear, at a glance, that a page that complies with
\"mobileOK 2006\" in 2006 is probably pretty up-to-date.

On the downside it doesn\'t allow point releases and more or less precludes
multiple major revisions in a year (probably not a big deal). Even if \"mobileOK
2006\" is the most recent version in 2008, its name may imply that it is outdated
whether or not it is. Note that our Best Practices document, as well as other
W3C docs (that I am aware of) use numeric versioning.
