Description:

In this test we say

If the image is 2x2 or less and is transparent, WARN.

I think we should reconsider this.

For example, I\'ve seen some sites that send a 5x5 transparent GIF. This doesn\'t
even get a WARN. IMO it should FAIL.

I think the test could usefully be recast as

If an image contains only transparent pixels
If the image is 2x2 or less WARN
FAIL
