Description:
The current draft may be missing sections that should be there. It may be
missing best practices that should be mentioned.


Jo\'s Proposed Resolution:
a) Members of the working group to review and suggest sections that they
consider missing.
b) Members who represent mobile operators and adaptation vendors, and any others
who have access to such material, to review against their in house guidelines
and make proposals for additions.
c) The following sections are missing in my opinion:
- Phasing – There is no discussion of phasing or clear definition of
what is covered in this phase and what is currently under consideration for
future phases.
- Adaptation – While Robins text discusses clearly where adaptation can
take place and who is allowed to do it, it does not address what can take place
in the course of adaptation.

In both cases I propose to supply draft text.
