Description:
Suggest we combine these two tests.

Suggest: The character encoding MUST be specified in either the HTTP header or
in the document, or both. If both then they MUST both specify UTF-8.

Suggest: Linked resources might not be textual, so the test for linked resources
should be limited to textual resources.
