ISSUE-14: does conformance to the best practices imply using a profile of XHTML (i.e. XHTML Basic or XHTML MP)?

does conformance to the best practices imply using a profile of XHTML (i.e. XHTML Basic or XHTML MP)?

Description:
Relevant to section 4.1 (soon to be moved elsehwhere) and section 8
(soon to be 7); it should also be added as a best practice on its own
Dom\'s Proposal:
Conformance to the best practices should include that the markup content
is well-formed and valid XHTML MP or XHTML Basic. It does not prevent
that other formats be available through content-negotiation or more
generally through content-adaptation, but conformance to best practices
won\'t apply to these other formats.
Proposed text:
a new BP: Use well-formed and valid XHTML, either using the MP or Basic
profile
[Rational: we can\'t define rules for all the possible formats available
on the market; focusing on XHTML helps making the market converge on a
single format, and allows us to be more specific in our guidance for
authors.]
Test: when the client sends an Accept header containing \"text/html\" or
\"application/xhtml+xml\", the server sends back an XHTML representation,
unless it can determine that the client prefers another type of markup.
That XHTML representation must conform to the XHTML Basic profile or the
XHTML MP profile.

(the \"unless\" part refers to Dom\'s earlier proposal on conditionality:
http://lists.w3.org/Archives/Member/member-bpwg/2005Sep/0232.html )

Luca\'s proposal:
W3C should accept the idea that there are 3 \'families\' of mark-up
and they all are equally strong in the respective markets.
There should be BP recommendations for each family. Developers can choose
the one that is relevant for their market. If 2 or more apply to their
market, they should either:
- produce multiple versions (using a device description repository (as to be
specified by DDWG) to figure out which version is sent to which browser).
For example, Google does this.
- produce one version that multiserves different mark-ups (Volantis,
WURFL/WALL, MobileAware, etc...) to the relevant devices.

RESOLUTION: Best Practices v1 uses Markup neutral (but related to HTML)
statements, followed by markup neutral testable assertions, followed by either
markup neutral examples or HTML-based examples

RESOLUTION: Best Practices v1 will be accompanied by a set of tests which
examplify each of the testable assertions in XHTML Basic (or MP dep. on merging)
