I suggest that we consider making the test stricter.

e.g. if there is a sequence of 3 or more whitespace characters in any element
that can contain text, other than pre, or one styled to format like pre
(white-space: pre), then WARN, 10 or more FAIL. cr,lf sequence counts as one
character.

We\'d ideally also think of a rule that allowed layout of non-text elements but
not the 10s of lines Andrea refers to.

If there is a machine test for this, I think it must necessarily be
strict or else it becomes hard to identify what is reasonable. Do we
allow tabs but not spaces? Maybe a certain percentage of whitespace
relative to non-whitespace characters?

But I agree, there are simply very many sites that don\'t strip all
whitespace. On the one hand we want to encourage adoption, and thus
should \"pick our battles\" in what we insist upon for even Level 1.
This is arguably not as important as the other tests. On the other
hand, there\'s a sense that we may be too lenient in Level 1 to begin
with, so we should be strict here.

I favor keeping the test and possibly converting this to a
percentage-based test: no more than 10% of characters can be
whitespace that could be removed?
