Ian says that the use of the word application is confusing and suggests

\"Content providers should make available at least a UTF-8
encoding of content.\"

I found myself pondering this for too long and thought it was not a good use of
time so decided to put it to the group.

I think that Ian\'s suggestion is open to the criticism that it suggests that all
content, even that which cannot be encoded as UTF-8, should be made available thus.

I think that the use of \"application\" is consistent with its use elsewhere - see
ACTION-264 LC-448 ISSUE-110. And propose to leave it as is.

Note also the intersection with the rejected resolution to LC-436 [1] which is
the subject of discussion between Richard Ishida and us.
