We were asked in LC-437 to insert a reference on ATAG. Which we have done. But
it is stupid as we have the following:

\"The Best Practice recommendations refer to delivered content. While they are
clearly relevant to the processes of content creation and rendering on devices,
they are not intended to be Best Practices for those activities.

1.4.1 Authoring
No specific guidance for authoring tools for mobile friendly content exists;
however we recommend that authoring tools follow the [ATAG] guidelines for
accessibility.\"

I have removed this section. And I have changed the resolution of LC-437.
