A slight change was proposed regarding the way the use of out-of-band paramter values is indicated in the header. It might be better to have it indicated in the following manner by a <p> element.

In addition to the suggested change mentioned above, the WG agreed to assign <p/> minimal configuration (i.e. no grammar growth, no local value partitions) with <p/> a reservation that it is a feature at risk.
