We need to specify the recommended way to follow
when one describe encrypted EXI using XML security
mechanisms.

JS suggested we might want to write a tiny WG note
for that purpose. Describing something normative in
Best Practices document does not sound right.

Related notes:

In the XMLSec-EXI joint session during TPAC 2009 (2009-11-05), Pratik (Oracle) indicated that the suggested solution might have some issue. The concern was that the "type" indicates element or content which may not necessarily fit the need in the use of EXI.
